So I finally got around to making a new thread for this database. If you have no clue what I'm talking about or wish to
contribute, check this thread out:

Basically, the number listed here is how much damage a power does when compared to the brawl power. So all you do is
multiply the damage your brawl power does (unenhanced) by the Brawl index provided and voila! you have the base damage
you'll do with that power. The brawl index does not take into account resistances, sorry. So here is the list so far:

Howdy Ian_of_Moore!
I love the Brawl Index. It's the best quantitative data that we have for our beloved attack powers. This (and the Endurance Costs for Toggles thread) are two of my favorites. :D
I was wondering... is there some way we can quantify heal powers as well? Do they also have a Brawl Index? I guess it also reasonable that heals scale with the hit points of the toon, so we might have to create a HPI (Hit Point Index).
In any event, I was hoping you (and some healers out there) might bring your considerable quantification talents to heals as well as attacks. :)

what do you mean by "the controller brawl index"?
I have a dark/elec defender, and I know my powers aren't nearly as good as a blasters, but you have the same numbers for elec defender as elec blaster.
Is there some place that compares defender brawl with blaster brawl or something?

About the healing Brawl indexes I also was wondering the same thing but since I don't have any healing alts to try it out with I haven't started yet. Maybe if a higherish level empathy defender could tell me how much the base heal of healing aura and heal other and I could make a new empathy defender and see if it follows a brawl progression. And also If maybe an empathy controller could give me the same numbers and I could do that too. If it doesn't scale with brawl and the other attacks then I'm not gonna worry about that right now. But my ultimate goal is to come up with quantitative numbers for every power and make this sweet guide with it all. But that means %'s and durations of status effects and such so I suspect that I'll never finish. But oh well, it's all in the journey right? What I'll do right now is compare defender heals and controller heals at level 1 and that'll be able to tell me if it scales by brawl or maybe by hit points (never thought of that). So ya. Be back with that.
It's true that defenders have the same brawl index with electricity and energy as blasters but defender brawl does significantly less damage than blaster brawl so thus blasters will be doing much more damage than defenders. I don't have a chart that compares blaster and defender brawl at different levels though, sorry.

Ok, so you were totally right about how it scales with your hit points. I guess it makes sense that way. So I found out that defender healing aura is your hp * 25 / 198 (approx) and heal other is 45 / 198. Controllers are also scale by hp's but with different scaling numbers. Healing aura is hp * 1 / 9. SO ya gotta go, Gonna be an uncle very soon!!!!!! Bye!!

Just got the (Ice Controller) Flash Freeze numbers for you.
vs lvl 1 Vahz Reaper, no damage enhancements
Brawl - 66.05
Flash Freeze - 18.34 cold + 18.34 lethal
Glacier does no damage, by the way.

Well due to my testing of Kinetics and Dark Miasma, I do have the "HP Index" for Transfusion and Twilight Grasp.
I3 Transfusion and TG for defenders is .232 (or base heal is 23.2 % of hp)
I3 Transfusion for controllers is .196 (or 19.6% of hp)
I2 Transfusion and TG is .196 for controllers and defenders
Hope that is useful info.
Haven't tried making a "brawl index" for healing yet.

Note: I never saw either dot more than 4 times, but I assumed that it behaved the same as the blaster power.

Stone Prison -- .5554 smashing dot * 5
Fossilize -- 2.7779 smashing

I get no feed back for the damage dealt with Ice Storm. It appeared to do damage in clusters similar to flurry. I saw 10 3's show up each tick, meaning it was doing somewhere between 25 and 35 damage a tick. Which would make it in the .5554 range. The number of ticks would be dependant upon the duration and your ability to hold aggro
I tested all of these on level 26 Tsoo Ink Men. They appeared to have no resists to Smashing, Lethal, Cold, Fire or Energy. If they have resists, let me know, I still have the raw data so their resistances can be factored in.

This is the best I could do w/ Burn from Fiery Aura, not Fire Manipulation.
This power is hard to test since the damage *does not* show up in Chat so you can only get whole numbers. (Luckily my Fire tank regenerates health faster than even a whole crew of even cons can damage me.)
I tested the total damage by Burning a full-health lieut (Burn kills minions too fast) who had just had a tick of health regenerate (So health regeneration wouldn't skew the results) and just subtracting.
Also my Burn is six-slotted w/ green SO's. I dumped the money off of him earlier and have no banked respecs so I couldn't replace them.
Brawl - 10.46 smashing
Burn - 350.0 Fire damage
At best guess it is 33-35 ticks. They tend to overlap which makes testing even harder.
Again, I couldn't get decimals only whole numbers. :(

Which would agree w/ my assumption that Burn is the most damaging AoE* that's not a 9th tier power.
*Overall since it takes longer than any other AoE to deliver complete damage as well.

took my lvl 46 inv/stone testsubject, respeced him dry from slots in the attacks went to atlas to whack hellions in order to fill the blank in the BI for seismic smash.
Oddly enough i came up with different readings on the last decimals on everything posted in the beginning of the post.
Testsubject lvl 1 hellion minions.

Your numbers don't contradict the listed numbers. It's just that the numbers that show up in the window are not 100% accurate. They are accurate only to 2 decimal places so you won't always get the esact same values between levels. And there is also the rounding error. So for example.
Damage for your brawl in the chat window - 88.21
Possible range for the actual damage - 88.215 to 88.225
Damage for your stonefist in the chat window - 245.05
Possible range for the actual damage - 245.055 to 245.065
So the actual range for the brawl index is anywhere from
245.065/88.215 or 2.77804228306...
to
245.055/88.225 or 2.77761405497...
If we do this for the rest of them we get:
Stone Mallet - 4.55597120671... to 4.55534145650...
Heavy Mallet - 6.33378677096... to 6.33295551148...
Hurl Boulder - 4.55597120671... to 4.55534145650...
Tremor - 2.77804228306... to 2.77761405497...

So let me tell you what I do to get the numbers I put in the brawl index. Lets take Seismic smash: I would take your 9.8900 and multiply by 3.6 (the damage scrappers and blasters do at level 1) and I get 35.604 So that is close to 35.6 and 35.6 is in the 10 + 3.2x range that most attacks fall into. So then I divide 35.6 by 3.6, get 9.88888888888...... and say the Brawl Index is 9.8889. And there you have it!
So ya. Um, I was bored when I did this....

Did some number crunching on Shadow Maul (Scrapper/Dark Melee) and I get some really unusual values. Base damage appears to be 2.695, not 2.7 as one would expect. 2.695 is my best guess, possible range is [2.6944, 2.6953]. Seems odd the devs would bother to enter 3 decimals instead of 1 when the difference in damage is less than 0.2%.

What this column could use is a brawlvalue lvl 1-10-15-20 all the way up to lvl 50 for every AT.. scrappers do brawl harder than tankers, and that would give their moderate (2.7778) a higher sum.

So I didn't ignore you blastinator. Just wanted to try something myself here first. I don't have a DM scrapper of any significant level but I do have a level 18 AR blaster and I figured that the brawl index for burst and shadow maul would be the same. So I went to the test server and swallowed 16 enrages and did a burst brawl index test complete with rounding errors. Here's what I came up with:
Level of bad guy/brawl/burst
Fully enraged to hit the damage cap (which doesn't seen to be 400%. At least at level 18 anyways)

So we're between 0.749960031974 and 0.750038542577 for burst. ( the first test I did actually got me numbers that agreed with your shadow maul numbers but I didn't record the numbers nor can I remember the conditions and I could not reproduce it again so these are accurate I guess)
So then I decided to make a DM hero and level him a bit and try it with shadow maul and I got:
Level 2 / 19.44 / 14.55
low 0.748136725777
high 0.749035741836
So now I don't know what to believe. I wish I had a really high level DM scrapper that I could do this with as well. Man why would they do this to me? I've been trying to come up with a reasonable number for it. I beleive you are right about the 2.695 (at level 1). 2.695 * 8 is 21.56 which is exactly 10% more than 19.6 which falls into the 10 + 3.2x that most attacks fall into. It's true that this is could be a much nicer number. Ah well. What level was the scrapper that you tested with? Was it versus level 1 minions while hitting the damage cap?
Does anybody have a magic wand that I can borrow to give me 8 level 50 heroes of each archtype that I can mold to my desire to test with? Then I can dissapear for a few days and just finish this blasted thing once and for all... until it changes.

I also did some testing on lvl 1 hellions to check the numbers for cleave... (i also have a lvl 42 axetanker)
result was:

I did the test with a level 9 scrapper. Level is not that important as I use my previously calculated level multipliers to get the base damage.
Level 9 scrapper/blaster multiplier: 1.66760+/-0.00004
Enhancers: TO+1 TO+2 = 0.083 * (1.05 + 1.10) = 0.17845 (assumed to be exact)
Damage vs level 1 hellion: 9.95 (1.88 damage multiplier due to level diff, assumed to be exact)
Damage vs level 2 hellion: 9.36 (1.77 damage multiplier)
Highest lower bound: (9.95 + 0.005) / (1 + 0.17845) / 1.66764 / 1.88 = 2.69445...
Lowest upper bound: (9.36 + 0.015) / (1 + 0.17845) / 1.66756 / 1.77 = 2.69529...
Granted, the difference between 2.695 and 2.7 is hardly worth noting but I thought a number cruncher like you would be interested.

Finally got level 35 on test while fighting the octopus. So I went ahead and got Hurl, to test versus an enhnaced brawl.
All of these tests are brawl (with one accuracy SO) versus Hurl (unenhanced), I didn't do any funky max damage numbers or anything like that.
I did ten trials against various level mobs, and the BI averaged out to be 4.5572436412807627667454983725134 which is close to Haymaker's 4.5556.
Here's the results in detail, I could do more testing easily if warranted:

Well jones, Looks like hurl is 4.5556 Smashing. Thanks alot for the amount of research you did on it. Ya the variation comes from the inaccuracy of the dialog box numbers. That and the rounding error. I am too lazy to check right now but I guarantee that if you were to do the fancy min/max on each of those tests 4.5555.... (16.4/3.6) will fall into the range. I can say with a great deal of faith that the exact brawl index value for hurl is 16.4/3.6 or 41/9.

I didn't notice any entries for temp powers. This number might be interesting. I got it from my Defender. The number isn't exact as the damage doesn't show up in the combat window. I had to use the numbers floating over the heads to figure it out.

All of the damage numbers listed so far, with the exception of flurry are integers divided by 36.
The exception is Flurry. If I get the opportunity, I will test it, but it seems like
0.388.. (14/36) or 0.4166...(15/36)
are both not close enough to match
Edit: Correction Fire Breath has a value of 1.625=13/8 which is also not a whole number of 36ths. So this theory of 36ths may be off.

DoTs usually get a 10%-ish damage bonus which probably is why Fire Breath and some others show unusual numbers. Fire Breath, for example, could be a common 4.5556 attack with 7% DoT bonus divided into 3 ticks.
The 36 comes from dividing with brawl which, for a level 1 blaster/scrapper, deals 3.6 points of damage.

Yes, APPs would be a windfall to me right now. I've got a Scrapper who's getting close to 41 and trying to decide which APP to pick up and a listing would make all the difference since I'm trying to figure out whether any of them is a worthwhile replacement in my attack chain.
I've also got a controller at 44 who's debating if he should take *either* of the attack powers in Mind Mastery. The Tornado *would* make low level badge hunting easier though. :)

No, it's not always 3 though it seems to always be at least 2, and sometimes 3. I remember seeing somewhere either in beta or close after open that the 3 ticks are something like 75% chance for the first tick, 50% chance for the second, and 25% chance for the third, but don't quote me on that. It could just as easily be 100% chance for the first two ticks, and 25% or 50% for the third tick.

The theory isn't off, it just doesn't have to be exact integers. Burn, fire breath, flurry, and there are others.
Also the 10 + 3.2x theory isn't exact either, its just coincidence. There are many powers that don't fall under that. Thunder strike, for example, along with those I just listed.
It's interesting that some people mention a 10% difference that some powers have from a number that would seem appropriate. Remember, 3.6 / .9 = 4 this could explain where the 10% comes from.
Fire breath... could it be 1.62037037037 instead of 1.625? This would make sense with the rest of them. Does this extra 3.6 apply to only cone powers? Or only AE powers?
One more comment. I know for sure that the damage of Burn is 42 / 3.6 / 3.6

I believe this power deals 0.6944 negative energy damage on the BI scale. It's a bit difficult to determine for sure because we only get float damage numbers. However, unless I made a mistake, the damage is in the range [2.4987, 2.5007] assuming float numbers are rounded off correctly.

i have noticed a marketable increase in damage in an eight person team, however, i don't have the math skills necessary to calculate the numbers while fighting plus 3s with 1 tank and 2 def with numerous slots. that gets nuts. i might try to team with some people on test. i ll post numbers if i can get them!

Just tested War Mace : Shatter on a character in the test server. 3 runs came up with a value of 6.33 smashing. I'll test Crowd Control as soon as I level him up to 41 on main and can transfer to Test.

I have recently done some tests on burn to find out 2 things how much damage it can do.
First I tested brawl vs burn on lowbie enemies(-35,-40) and I got a range of numbers from 0.24 to 0.32, the number I mostly came up with was 0.2777. Since some enemies have resitances to smashing or fire I figure this is probably the right number. Burn does 0.2777 BI per tick.
Then I tested how many ticks burn could do. I had a hard time finding minions that would live through a burn so I ended up using -1 lts. I would demorecord the burn then count the ticks in the demo file. I did 10 tests and got 35-41 ticks for each burn. Assuming some of the ticks missed, Burn probably tries to hit 45 times per drop.
Burn ~ 0.2777 * 45 = 12.5
Burn lasts for 10 seconds and you cannot have 2 burns up at the same time. If you drop a new burn the old one goes out. That being said Burn is terribly efficient endurance wise, it only costs 7.5 end.
Also I believe Burn has a base accuracy of 95% that cannot be enhanced in any way. This makes burn amazing at killing even con or lower minions but its damage drops off extremely fast when fighting reds and up.

I knew Fire powers had potent AoE powers but this seems a bit too much.

That's what it means. The fire DoT ticks are an added bonus ... always having five ticks would make fire slightly too powerful.

Blizzard is probably the most sub-par lv32 blaster power.
On the other hand, Blizzard is a location AoE, which can be fired from a safe distance, while the use of Inferno subjects the fire blaster to immediate attack by anyone still left standing.

OK, as I promised AGES ago, I finally got around to getting the BIs for conttroller apps again (post boost). Anyway, here they are:
mental blast = 5.5569 psychic
psionic tornado = .9723 psychic x5
hurl boulder = 8.3350 smash
fissure = 2.5004 smash
fire blast = 5.55646 fire + .22752 fire x0-4
fire ball = .55553 smash + 3.8894 fire + .27766 fire x0-4
consume = 1.11123 fire (doesn't seem to have a burn)
ice blast = 2.2225 smash + 3.33393 ice
ice storm = 9.37866 ice (over 15 seconds)
energy blast = 2.2225 smash + 3.33398 energy
Shame that fissure damage is so low :(. Ahh well, still better than nothing. Also worth noting that fissure damage text is still bugged - it says "You hurl a boulder ..." (at least on test server).

I think your Controller numbers are probably a little off..
To fit with the rest of the numbers, at lvl 50 (if you tested at 50) you should use 13.0077 for brawl instead of 11.
I do find it hard to believe that controllers do twice as much damage with psychic blast as defenders do... not entirely unreasonable, just hard to believe.

I noticed the tanker/war mace numbers werent there for all attacks, so I thought I would try and help out.
I took my level 41 war mace tanker onto the test server, and removed all enhancements from my attacks. I hit only level 6 skulls with my attacks, and here are the numbers I got. (it strikes me as odd that some of them arent two digit after the decimal, does it not report them if they are zeros?)
Brawl: 68.5
Bash: 190.3 BI = 190.3/68.5 = 2.778
Shatter: 433.9 BI = 433.9/68.5 = 6.334
Jawbreaker: 373 BI = 373/68.5 = 5.445
Whirling M: 213.4 BI = 213.4/68.5 = 3.115
Crowd Cont: 306.39 BI = 306.39/68.5=4.473
Just the Crowd Control and Shatter numbers were missing, I did the rest to double check that I was doing it right, and curiosity.

The inferno/nova type power numbers came from an amazing post by geko. A correction to the Thunderous Blast entry:
2.7778 SMASHING
5.5556 Energy
Then between 0-2 waves of 2.7778 Energy. 0 seems rare; 1 and 2 waves seem equally common.
[Edit: Could someone confirm the damage waves on Nova and/or Inferno? It strikes me as strange that Thunderous Blast's waves would be different.]

I just checked Unchain Essence on live last night against an even level sky raider minion. At level 26 it did 55.44 damage. My brawl is doing 9.59 damage. That's an index of 5.78. Brawl has one very-expired training enhancement in it and Unchain is empty.
CoH Hero Builder lists the index as 5.1111, though. I don't see any posts for Warshade BI's in this topic. Has anyone here checked them out?

I haven't really considered kheldian BI's personally though I'm sure they can be found elsewhere. The reason I haven't really sunk my teath into them is because the kheldian melee attacks scale at a different rate than their ranged attacks. So BI's would work for melee but not ranged attacks. Also since I am lazy and my highest hero is level 35 I don't have a kheldian and I would like to be familiar with them and able to do my own tests with them before I add it to the BIs listed here. I once found a post by someone that listed alot of good info about kheldian BIs but for the life of me can't find it now. Oh well...

I must smaked about 50 hellions around making sure. Always the same numbers:
Brawl = 112.95 smashing
Energy Torrent = 94.12 smashing + 207.08 energy

dont meen to participate in thread necromancy.... but do you have a BI for normal Tornado? both the defender and ctrl versions from the storm set.

When I played with it (a few months back), it did the same damage per tick as grav's Gravity Distortion Field. Tornado can do a lot more ticks, of course, if you can keep it on target.

Just tested out the Scrapper body mastery pool, and I got:
Laser Beam Eyes 3.333e
Energy Torrent 0.8333s + 2.200e (3.0333)
I don't think the mobs I was testing with (level 7 Skull minions) were weak to energy, but this is higher than what was previously reported.
Also, I got a value of 5.4444s for Eagles Claw, not 5.5556s.
Everything else checked out though.

Skulls have 20% weakness to energy (20% resistance to Negative) resulting in
LBE 2.7778e (same as X-Ray Beam)
ET 0.8333s+1.8333e (same as Blaster/Defender version)

Vahz are weak to lethal, strong to smashing, dunno about everything else..
Geez, what is a good low level mob to test this stuff with? I thought the human ganger types would all be neutral, but I guess not.
