Actually, there are several roof tops that spawn CoT in Kings Row night and day all constantly. Never fails, and has been that way for as long as I've been playing the game (over a year).
There is a helicopter pad on top of a roof, north of the hospital, that roof and all the roof's around it, spawn COT constantly, without fail. If someone has killed them already, give them time to respawn, but they appear there all the time. Bonus, there is a badge on the helicopter pad, for those that badge hunt all the time.

The reason why it has a chance of dropping your toggles is because there is a small chance they can cause disorientation, and when you become disoriented, your toggles drop. You may not always see your toon acting disorienting, as it didn't last but a split second due to resistance or what not. If you have good defense against disorientation, this will most likely not effect you. The same goes for the Rikti Drone attacks.

Beanbag and taser, used together, can disorient bosses. Which is pretty sweet.
A long-distance stunner in PvP practically guarantees the target is popping a breakfree. You can only carry so many of those. And taser is a cute surprise for melee types who have run up to pound on the squishy.
IMO, wasted powers are:
Time bomb: High end, ridiculous animation time, 10 second delay from set-up, and mediocre accuracy make this nuke silly.
Auto Turret: High end, ridiculous animation time, semi-random targetting, and unless you're slotting it for damage, it's just about completely ineffectual. Why bother?

The one thing I wish I knew was that when you finish a door mission there is an exit button. It did not used to say exit but it does now. I think I was level five before I figured this out.

Here is one my level 38 Ill/Rad controller just discoverd. There is a diference between the "sewers" and the "Abandoned Sewers." When you enter the Sewers, look around for an extra door in the wall. If you get the blue hand, this will take you to the Abandoned Sewers, for level 38 and above.
I wandered the Sewers for quite a while, looking for Rikti a few nights ago. Everything was such low level! Didn't know about the extra door!

I wish I had know about elevator doors. Baddies wont follow you down (or up) on MOST occasions so fighting near the doors offers a quick escape when your blaster is getting pummeled by every thug you THOUGHT you could beat.
*Break Frees* are your friends. I try to keep 3 BF and 2 awakens at all times but it is so annoying when you use an awaken then the thug decides he isn't finished with you yet and returns to make sure he has made his point.
Super Jump is a cool power on inside missions too. It can carry you well out of melee and often ranged combat quickly if your end/health is low and you are missing targets like they were the girlfriend that dumped you.

Actually, you can sell enhancements to any origin specific contact. Now that they show up as targettable on the map as stores, they're even easier to find too. Just go do a couple missions for them, regardless of whether you're the right origin, and you can use their store =)
As a second point on this topic, don't buy stuff from founders falls contacts. Not the "store" contacts, but your normal mission contacts. For whatever reason, they're ridiculously expensive.

They are good, and something that always amazes me is how infrequently people use them. All the time people die and you try to give them a rez and they're full. Sure, they might not have had any greens to use, but if greens are what keep you from dying, don't hang on to all those blues when you already have stamina. Don't keep a bunch of tiny reds and yellows when you could be using them up and making room for big reds and yellows (or better, purples and greens!) My rule of thumb is, if I have any "little" inspirations (the smallest power ones), and I don't plan on saving them for a boss or something, I will just use them at the beginning of each mob. That way you kill faster and get exp faster, and you get new inspirations so fast anyway, it hardly costs you anything. Then you can be sure to always have a couple greens in an emergency.
Lastly, I've seen some good bind suggestions, and here's one that I absolutely can't live without. Bind your travel power to something easy to reach! Especially if it is fly, it gives you incredible flexibility of movement. Just jump, tap your fly bind, fly over that obstacle, tap it again, set down and start fighting. Log in and realize you logged out 200m above the city street? No sweat, your fly bind is right next to your movement keys =) Teleport binds are great too.

Another point about inspirations. If you leave no room for more inspirations, and you are fighting you are effectively wasting them, because any possible inspirations you should be picking up are vanishing into the void. USE your inspirations!
As a rule everytime I hit my limit, I use one right then.

For Illusion controllers, if you can manage to get decieve to stick on a Sorcerer, he will help to heal you just as he would another Tsoo when not under your control. Can be handy when soloing with your troller.

Find Members when you're not leader
Did you know that if you're not the team leader, you can STILL bring up the 'find members' screen by typing
/SEARCH (or /sea if you're lazy)
I was in a team today and told some level 34 guy and he was 'wow, never knew that'.
Get more inf for DO and SO drops that you sell
Selling double and single origin enhancement drops in the store associated with their type gets you 40-60% more inf than selling them just anywhere.
You can sell certain medium and large inspirations for much inf (like 1,000 for a medium heal) at supergroup bases that have a medical dispenser.
Quick use inspirations
F1 to F5 use the inspiration in that slot -- no more fumbling with the mouse when you -really- need that heal! I now always put a stack of heals in my F5 column, so I can just press F5 when I'm in real trouble.
Replying to someone
You don't have to type in the name of someone if they send you a message, just press BACKSPACE and you'll automatically be in Reply mode to the last person to send you a tell.
(I don't have time to log and check but would this work?
/bind <key> autoreply, "message here")
Ready!
F7 does READY! (in green). So many people don't know that.
or you can rebind it

Dealing with Lag
If you're in a map that's Laggy (the Arachnon lab ones in particular) go to main->options->graphics and audio and
Lower the screen resolution (I go from 1280 * 1024 down to 640 * 512)
Lower world and player detail to 'low'
Lower particle number count to 100
Turn OFF Shadows
Turn OFF Antialiasing
Turn OFF anisotropic filtering
Turn OFF Bloom
This helps turn those levels from a lag-fest (with looping sounds and very very slow frame rates) to something playable. It may look terrible, but after you've seen a few labs, you're not missing out on anything.
Turn it all back up when you finish the mission. It takes me about 20-30 seconds to setup when going into a Lab, well worth the effort.
Funny Commands?
Typing in /CMDLIST will bring up an impressive list of commands in your chat, with example usage too.
The Hollows are optional
Did you know that if you talk to David Wincott in the Hollows once, you never have to talk to him again? And if you talk to him before you get the mission that sends you to talk to him (from your first level 5 contact) you won't get that mission.
It's a fact!

Try this instead:
/bind F1 "inspexec_name resurgence$$inspexec_name dramatic improvement$$inspexec_name respite"
That will use the smallest heal inspiration in your tray wherever it might be. Reverse the order if you'd rather use the largest first. I have F1-F7 bound to all the inspiration types; other binds left as an exercise for the reader.
The Lost in Kings Row...
...can be found up in the north east of the map in the area of the Royal Refinary.
They are easy to find here as there are about 3 on each corner.
Hitting Z will cancel a qued attacked.
as will hitting Tab to change your target or clicking on a new enemy (or teammate) to target them.
See the fireworks
By default, other players' (not in your team) visual effects are turned off in your graphics settings. Turn them on if you wanna see all the fun when in Pocket D or an Ugly/Beauty contest in Atlas.
Melee-ers Rejoice!
For Melee types: In the options menu->keybinds, set TAB to be target NEAREST enemy and CNTL-TAB to target NEXT enemy (they are backwards by default). Now TAB will get the baddie right beside you, instead of having to cycle through all of them (or click on them on the screen).
Masterminds can do more
All masterminds should do a search for Pet Macros, and use them. You can have much more control over your thralls than just the 3 default commands (attack, follow, stay).
The Arenas are Cross-Faction.
So if you want to have a 1 on 1, Hero Vs. Villain fight, you can do it there, rather than trying to do so in a crowded PvP zone.
Costume Creator Shortcut
When making a character: All of the clothing option selections are also dropdown menus. No need to cycle through them all.
Low-res real estate
If you run at lower resolutions (1024x768 or eep! 800x600): Go into your options and set your window size to 85% and your chat font to 10...you will have much more screen real estate to watch the action in. Also, set your menu opacity to 0% (you will see all text the same, just the colored parts of the menu become transparent)

you can also do it by simply putting a /r in front of your message. That works out even better when you type your answer in the wrong channel. When that happens all you ahve to do is scroll back to the message, hit Home and and put the /r in front of it.
Also, when inviting ppl, hit the backspace key to get their name, hit backspace (to erase the comma) then home (get the cursor to the beginning) del twice to erase the /t and finally type /i. Yes, it sounds complicated but it's not.
This is also another reason to send tells before inviting ppl.

I only have Health, Stamina, Accuracy and Damage inspiration binds currently. I'm not sure of the others' names:

My favorite latest tip: create a generic bind file to start with for all of your characters. That way, whatever alt you're using, hitting F1 will give you Health, etc.

No, it won't.
"Autoreply" is a command that takes zero arguments, i.e., the interpreter doesn't look for anything following it.
The command you want is "Reply". Reply DOES take an argument (the thingy that follows it), and you can use it to keybind an auto reply in advance, instead of having to stop during a battle to tell someone "hang on, in battle, get right back to you".
If I recall correctly, I think "Reply" was only activated in I6, and it was a big relief when it appeared.

If you open the map in Atlas Park, you'll see a red dot on the Eastern border of the zone. Put your pointer over the dot - that should be the Hollows entrance. :)

You can reach the hollows from Atlas Park. If you are facing Liberty Girl, the entrance will be in the middle (approx.) of the right side way. I can't check right now, otherwise I would give you mileage and NSEW directions. If you chose to start with the Back Alley Brawler from outbreak, then you are in Galaxy City. If this is the case, take the tram to Atlas Park, pull up the map, and you should be able to find the entrance to the Hollows. Good Luck...

When in Atlas, hit "M," or click on "MAP" on the window in the top middle of your screen, to get to your map. On the right side, you will see a green dot. Roll your mouse over that, and it will say that it is the Hollows. Click on it, and close the window. Your compass at the top middle window of your screen will now direct you to the entrance to the Hollows. It is in the far East side of Atlas Park.
On your map, the green dot on the left (West) is Perez Park, and the one at the top (North) is the tunnel to Steel Canyon. Use your map a lot until you really know where things are. Or ask on Broadcast, and usually someone will help.

Friend finally told me how to do this, just type /e in the chat window followed by whatever you want the thought bubble to say.
Got a lot of use out of this in Pocket D villian/hero missions, nice way to make snarky heroic/villianous comments while seeming to be a perfect teammate, good rp opportunities there. :)
On another subject, when I first tried participating in a Hamidon raid, I kept dc'ing or locking up, even with graphics settings turned way down. I was afraid I'd have to wait till I got a better computer/video card. Then I tried it in Safe Mode (check box when you are logging in); the graphics were pretty crude, but it was doable! A friend who was unable to do the Arachnos Lab missions previously due to lag loved it too.
Use /window_scale tray 0.8 to reduce the size of the power/insp window, though, or it will be way too big.

Helpful Strike Force news --
You can buy inspirations through the Arena store while on a Strike Force. This makes up for the fact that you can not buy inspirations from your contacts while in SF mode.

You can click the guards to zone (e.g., enter the Hollows) right through the chainlink fence.
I keep a breakfree with my emergency Awaken. Some folks don't realize you can move at full speed immediately after Awakening if you Breakfree.
If you are dead you can still pass Inspirations to nearby teammates.
"Pet" powers (including things like Tar Patch and Rains) can be used around corners.
Jumping enhancements are cheaper by far than Run Speed enhancements, and some people prefer the results.
A Jump in Sprint, + Hurdle with a Jump + Combat Jumping = Speediest solo travel pre-14.
(Of course, Recall Friend is the fasteest way to travel 1-50.)
2 teleporters can exchange positions if they each Recall Friend simultaneously. (Team TP confirmation helps sync them).
Some folks will tell you not to slot TOs, that they are useless. I disagree, but you need 4 slots worth to equal 1 SO. Still, they add up. Combining them is a fool's game, though. Sell Sell Sell!

I will pass on some advice. I learned this in the Fall of 2004. Since SG members and folks I meet seem to ask for help on the Aura Mission, let me tell you the "Easy Way" to get your Aura.
1. Get your Freaks in Talos. They are so low that a 30 Empath with 3 Attacks can defeat them.
2. Get your Rikti in Creys. Go for Rikti Monkeys. You need the monkeys anyway. They are on the roofs just inside the door and to the right.
3. Get your DE in Creys. Go for the DE Swarms. They are inside the door to the right and middle. Basically if you get the monkeys above, head straight in till you hit the water.
And you will be done, wearing your Aura, just that quick. :D

Story Arcs!
I've been playing for about a year and I have always just taken whatever missions sound interesting, skipping around contacts, moving on to new ones, etc.
I have realized that focusing on one contact can get you a story arc which has the benefits of giving you (a) a interesting tidbit of history & story to follow and (b) a reward at the end of it.
Of course, I had to close old story arcs, doing Lvl 15 and Lvl 20 missions as a Lvl 29. A second note on that... if you're doing a mission (especially one that low), you can just run through and click the right glowies, free the hostages, etc. You don't have to endure defeating 40 low level bad guys for no exp.

I prefer to get my DE in IP. They hang out on the beaches of the Terra Volta island and are just barely high enough for a 30 to get a few xp. That should be faster than a herd of even-con or higher swarms, given the stacked slows you'd have to endure.

Though be aware that these binds work slightly differently than the inspexecslot ones, possibly just because of the extra 'weightyness' of the multiple commands . . . With the standard commands I could just hit a whole bunch of them really fast and have them all activate, with these it seems i have to wait a quarter or half second between each to make sure it triggers ...

They're also pretty easy to find along the south edge of the map, though not as much so as vahz.

Actually, I've noticed that changing targets won't affect attacks i've already keyed in; a fact I use a lot when I'm spreading damage around; and that I tend to curse when I just realized I did a heavy attack on the one that's becoming radation-infected or whatever . . .
But I might be mistaking which attacks are the queued ones, because this generally happens when i'm using fast melee stuff . . .
For a new tip . . . no command in the game will clear all keybindings. If you want to do this, you need to go into the options and reset the keybindings with that big red button, which will restore the factory defaults AND delete all customizations. Then do a /bindsavefile, edit the file, and replace everything with "nop" (regular experessions are handy if you know em . . .) *except* / (or you won't be able to do anything without the mouse.
If you want to blank out a random, possibly customized character's bindings, you have to go do the options/reset thing and THEN load the blank file.
I did this when I got sick of the "This command cannot have more than two binds" messages showing up, and aside from creating a file with every possible key bound to nop, it's the only way to make a completly blank slate.
Other miscelanious bind tidbits:
If you see chunks of your bindfile displayed in one of your chat windows when you load it, it's probably because you have blank lines in the bindfile. I got sick of this and started dividing my sections with
USELESSKEY "-----------------------------------------------------"
You CAN bind keys more than once in a file; the last one will take effect. (Probably only useful if you want to make a combination blankout and bind file).
If you're using a dvorak keyboard layout via the keyboard driver software in windows 2000/xp, you'll need to change your slashchat binds to [ and Z to have the effect of / and ; , because it will bind to the physical qwerty keymap, but 'type' the corresponding dvorak key when you press it. Other layouts (AZERTY?) will need to be adjusted for simalarly if their / and ; aren't in QWERTY positions.
Random other things:
Switch from fly to hover before sniping to prevent interrupts.
You can climb a lot of the buildings in outbreak with careful regular jumping, and going over some of the buildings will let you get past various invisible collision hulls (walls that mysteriously can't be jumpped over, mostly) into some mostly boring and rather undecorated extraneous terrain. There are a couple of police drones near the hotspot border that are behind one of these usually uncrossable walls. Interested Kheldians have probably already been there.
On a realated note, you DON'T get exploration badges for 'lighting up' all of a zone map. ^_^

To ammend... I keep a row with an awaken, breakfree above it, and health above that. The next row over has a couple of catch a breaths. If the health inspire is a tiny heal, I keep another in the second row. That'll get you to the point where you can jump back into the fight.

I use ; to type out emotes all the time. It's just as likely to do a real emote as /e.

I played for over a year before realizing that sprint also makes you jump higher. Ever wondered how your same level friend without travel powers was able to jump unto a small wall or over a fence and you weren't? Its a good chance that sprint made the difference.
Using hurdle, sprint, and combat jumping together makes a fairly quick travel power to get you from levels 8-14.

Two suggestions from a post in Player Questions about how to move in a team.

Someone just explained this to me the other day. By default villains can't see hero chat or tells, and heroes can't see villains chat or tells. In the first screen of the "Options" section you can allow your characters to see "enemy chat."
You'll have to do this manually for each one of your characters.

This one bothered me for a week after I started playing.
You can turn Profanity on in the option menu. It makes conversations MUCH easier to understand, especially when you're dealing with people who seem to have been raised by sailors (guilty!).

or the fact that the filter is a little weird now. i see words censored that make no sense.

A slight improvement on the above, I think:
/bind key "++up$$+up"
This will also keep you jumping, but if you see a roof you want to land on rather than overshoot, press the key again. You will immediately start falling, without turning off your jumping, so if you time it right you'll hit the roof and continue from there. With a little practice you'll find you can hit every convenient roof without wasting time falling into alleyways full of places to get stuck.
Note to stop you have to hit the key bound to +up (which is normally the space bar, I think), instead of the same button again, but that's no hassle IMO.

QFT! Seriously, nothing is worse. I once named a character "Psychomancer." and that period burned me inside for 15 levels before I deleted the character... a good bit of time lost.
Right now I am on day five of making a new name. No inspiration right now D: But I would ratehr put off making him for a month than getting him to 30 then deleting him.

I really wish that I knew you could skip the tutorial back in I-4 and 5.
And I really wish I knew back then that Sprint made you move faster, and that it even existed. :p

Something I recently "discovered"/learned that affected my power choices:
Water is not a travel obstacle. You can jump/Super Jump across water, and Super Speed turns into Super Swim.

Didn't notice it in here(and it took me till around level 30 on my first character to discover it):
Shift+TAB allows you to move 'back' one target.
Say you're fighting Nemesis and tab past a Minion to a Lieutenant.
Well, the minions get nastier if you kill the Lieutenant first...so you want to quickly switch back to the minion. Tab alone keeps targetting something past the current group...so you hit shift+tab to cycle back to the minion, from the Lieutenant(or whatever's past the Lieutenant).
Note that this isn't the same(AFAIK) as the near_target bind. It just cycles back through the 'target list'.
